Chelsea owner Todd Boehly is apparently promoting an offer to sign Arsen Zakharyan in a cut-price transfer from Dynamo Moscow when the transfer window resumes on January 1.

Zakharyan was close to a relocate to Stamford Bridge last summertime however the relocation failed at the last minute following sanctions versus Russia over their conflict with Ukraine.
